Home Prices Still Climbing in Canada

The National Bank’s Teranet House Price Index reports a strong rise in the house prices in major markets such as Vancouver, Toronto, Ottawa and Calgary. The Toronto real estate home price index is up 7.31% from last year and up 1.73% from the previous month (July).

The Teranet – National Bank House Price Index™ is estimated by tracking home prices of properties with at least two sales.  This makes monthly and yearly house price comparisons more accurate.

Early this year, experts and bank forecasters were predicting a collapse of the Toronto real estate market yet despite a slower global and Canadian economic picture, that hasn’t happened. Home Prices in Toronto will likely continue to rise with mortgage rates staying very low and the Ontario economy getting a boost from a low Canadian dollar. The Toronto condo market has grown strongly with plenty of new condo developments being built this year. If new condo development decreases and more people move toward Toronto to take advantage of an improving job market, it will put upward pressure on condo prices.  In the GTA homes market, sellers are still getting record prices for their homes too. It’s still a hot market and the question is, how much will it improve?

Mortgage Rates to Stay Low

The current downward trend in the markets is putting strong downward pressure on Canadian bond prices which ultimately determines mortgage rates in Canada. A steep drop in mortgage rates isn’t happening however, so the banks appear to be resisting lower mortgage rates. Instead, the major banks may provide big discounts for high credit borrowers but not for regular home buyers.  It’s a way of maintaining profits while reducing risk exposure.  Low-margin variable rate mortgages are putting a squeeze on bank profits.

Canadian growth rates have projected strong downward of recent so on the surface there is little reason for Mark Carney to keep mortgage rates where they are or raise them. The Bank of Canada’s mantra this year is to raise rates in anticipation of strong inflation. It appears the BofC and Mark Carney may not have a good understanding of world economic events and Canada’s place within them. Carney falls back on “Canada’s economy is in good shape” type statements, yet the numbers aren’t supporting it anymore although Ontario will undoubtedly improve with the lower Canadian dollar. With the US nearing recession again, Canadian mortgage rates should fall. Homebuyers with good credit and a proper downpayment should be okay in the short term.

The BC real estate association expects rates to stay low:

We anticipate that both total and core inflation will remain muted, particularly as energy prices stabilize and the impact of the HST is no longer present in year-over-year pricechanges.

CREA expects the BofC rate to stay at 1% this year and into next but rise to about 2% toward the end of 2012. This seems to be a rather rosy expectation of Canada’s economic output and inflationary pressures. One thing that’s been consistent for more than a year, is the government’s insistence that rates must rise, however reality just isn’t supporting it. It’s very likely that conditions today will be exactly the same this time next year.

Toronto Housing Market – Sales Still Strong

August Home Sales Strong

Despite the economic slowdown, the Toronto housing market continues solid improvement. According to TREB, there were  7,542 property sales through the Toronto MLS® system in August – a 24 per cent increase over 6,083 sales in August 2010. New listings, at 12,509, were up by 20 per cent compared to August 2010. Market conditions remained tight as sales growth outstripped growth in new listings.

Toronto Real Estate Board President Richard Silver says “Home sales will be bolstered by low mortgage rates moving forward. The Bank of Canada is expected to be on the sidelines until the second half of 2012 or even into 2013. However, home ownership affordability in the City of Toronto could be further improved with the removal of the City’s land transfer tax. This tax currently represents a substantial upfront cost for home buyers.”

Mortgage Rule Changes

The latest move by the Feds is making it tough for first time home buyers in Canada.  Fortunately, mortgage rates are low and will likely continue to stay low but the latest home mortgage restrictions make it tougher for first time home buyers and anyone wanting to refinance. The new restrictions don’t take effect for 3 months which means buyers and refinancers have some time to refinance or buy before the deadline.

The latest rule changes lowered mortgage loan amortization lengths from 35 years to 30 years, reduce refinancing limits down from 90% of a home’s value to 85, % and is deleting government insurance on home equity lines of credit. The finance minister repeated his grave concerns over the inflation threat. This despite the rising Canadian dollar and a slowdown in the Ontario economy.  Despite high levels of Canadian personal debt, many feel the Minister’s knee jerk reaction to inflation and mortgage default risk is ridiculous.  the

The Canadian Association of Accredited Mortgage Professionals says it has data that shows most current mortgage borrowers have  plenty of room to absorb any interest rate shocks.  It is openly questioning the wisdom of Joe Flaherty’s playing with Canada’s mortgage lending rules. CAAMP said 79% of mortgages in Canada have fixed rates and most of them are locked in for terms longer than five years, meaning only 21% of mortgage holders are vulnerable to a spike in rates.  This sort of information suggests Flaherty is manipulating the economy indirectly. There are other mechanisms for reducing Canadian personal debt yet the government is choosing not to explore those avenues.
Many people are questioning the need for such tightening of lending rules when the economy is so fragile. With the latest hike in the Canadian dollar, and severe slowdowns in both the Calgary and Toronto real estate markets (home building is the key economic generator), these changes could push the Ontario economy into recession and set back the Alberta and BC growth. Sure our natural resource sector in BC, Alberta, and Saskatchewan are booming, but economists warn that upward expectations in commodity prices are overblown. Ontario, Quebec and the Maritimes won’t be benefiting from the commodity gold rush if it happens this year.  Instead, these rule changes make it more likely the eastern part of Canada will suffer in 2011.
